Malgré
la mise en place des ‘’Vigilentes’’, Davao n’est pas à l’abri de la délinquance
classique qui frappe de nos jours une grande partie des villes de la planète.

les Tanods, qui je le rappelle sont des personnes élues, en auxiliaires de
police et de plus les armer ? Je ne suis pas certain que cela puisse résoudre le
problème.

Au
sujet du trafic humain, en l’occurrence de
jeunes filles souvent mineurs qui sont recrutées et envoyées dans les pays de
la zone où elles sont forcées de se prostituer, j’aurais tendance à dire qu’il
pourrait être limité. Par une meilleure information, information qui
pourrait être diffusée au niveau de l’éducation nationale, dans les écoles par
exemple. Et surtout par une éradication de la pauvreté, pauvreté extrême qui
oblige parfois les parents à ‘’vendre’’, voire à se débarrasser de leurs enfants.
Mayor Rodrigo Duterte directed the authorities and all 182 barangay
chiefs, including barangay tanods who would serve as police auxiliary, to keep
a keen eye out against illegal recruiters especially those preying on young
girls.
The city mayor called for a command conference last Friday with DCPO
director Senior Superintendent Vicente Danao Jr. and the 12 police station
commanders, Task Force Davao (TFD) commander Colonel Macairog S. Alberto, and
other government agencies, to discuss the worsening crime incidents in the
city.
"Mainit talaga ang ulo ko dito sa human trafficking. There are many
girls na recruit na hindi na bumalik. Ang masakit diyan they are sold to
markets abroad. One of the things that you have to dialogue with the barangay
captains is itong illegal recruitment," Duterte said.
"I also told the barangay captains to be alert... pag kayo may na
balitaan na meron nag re-recruit sa area n'yo, well, I do not want to insult
anybody here pero yung mga bakla, especially those recruiting minors,
paghulihin ninyo yan. Kasi kung legit naman yan, they should have their
office," Duterte added.
Duterte also told the maritime police to monitor possible human
trafficking activities.
"Dapat magbantay din kayo. Wala kasi akong nakikitang maritime. I
am not saying you are not working, wala lang talaga akong nakikitang movement
from your end. You strengthen you operations," Duterte said.
Duterte also directed the Davao City Police Office (DCPO), particularly
all the police station commanders, to design its security plan, including the
barangay tanods (village watchmen) who would serve as police auxiliary, to
address the series of robbery and theft incidents in their area of
responsibility.
The Davao City Police Office said the crime incidents have increased by
almost 45 percent in the first quarter of 2014 as compared to the same period
last year.
"We have the biggest city in the world, the population growth is
going fast, and if you go up stairs and look at the entire city... you could
see the changes. We are comfortable here. Ang hindi lang natin mahinto ay itong
akyat bahay," Duterte told the authorities.
Duterte directed the police officers to draft its security plan in
combat against the non-stop robbery incidents in their area. He also said that
the police auxiliary should be included in their plans, as they will be under
their supervision and control once the village watchmen are done with their
trainings.
"You should endeavor to talk with the barangay policemen in your
area of responsibility, kasi kung wala itong advocacy ng barangay based
campaign, patay tayo, we can never solve the problem about these akyat bahay.
Mahirapan talaga tayo, which is why we have to take in augmentation of the
force multipliers," Duterte said.
Duterte earlier came up such decision to reinforce the village watchmen
in 182 barangays due to number of robbery incidents here especially after one
woman was killed in a robbery incident in Bankerohan. The mayor asked five
watchmen from each barangay to undergo training as police auxiliary at DCPO.
Supt. Antonio Rivera, chief of DCPO's Investigation and Detection
Management Branch (IDMB), in a separate interview, said the training for the
police auxiliary already started last week. He added that there are around 100
village watchmen trained every week.
"Ang kulang na lang natin is how to meet the challenges of the
problem of akyat bahay. It's everywhere. Kaya pag-aralan niyo (police and
village watchmen) yung problema. Look at the problem; analyze kung saan kaya
ito mostly will strike, then hulihin niyo yung mga suspects," Duterte
said.
Duterte also told the police and TFD to map out stricter security
measures in their respective areas and triple their effort in trimming down
crime incidents. He added that he'll allow the police auxiliary to carry a
shotgun each that will only be used during the working hours.
"The idiots may choose to fight it out but I'll not allow
government employees to just die there... So we really need to arm them with
shotgun. I am not comfortable with the army with a handgun. Ayaw ko yung side
arm kasi it's prone to abuse. Alam
mo naman minsan ang ugali ng iba," Duterte said.
Duterte said as effective functionaries, the mayor warned the police
auxiliary not to be malovelent once they have a firearm.
