Ban qui a été accepté par le Gouvernement des Philippines, qui lui a aussitôt retiré ses bateaux de pêche de cette région. Ce sont maintenant les bateaux de surveillance philippins qui ont quitté la zone. Les Chinois vont-ils profité du fait qu'ils sont  seuls sur la zone pour commencer à ériger des installations fixes ?
