PANGASINAN SOUS LES EAUX !

La “Mousson” du Sud-ouest, celle qui nous apporte la pluie, ne fait pas de politique et ne donne ni ne prends de cours d’économie. Plus simplement elle suit la nature et la nature lui dit d’apporter de l’eau sur l’archipel en cette saison.
La région de Pangasinan, qui se situe au nord de Manille, vient une fois de plus d’en faire les frais. La Province est sous les eaux. Malgré les importants travaux réalisés, les rivières de cette province ne sont toujours pas suffisamment canalisées.

De plus, pour ne rien arranger, les barrages hydroélectriques situés en amont n’hésitent pas à faire des relâchés d’eau.

Days of continuous rains have placed six towns and one city in Pangasinan  under water, with the hardest hit municipality of Bani now placed under state of calamity. Aside from Bani, other areas experiencing flooding are the towns of Calasiao, Santa Barbara, Bolinao, Bugallon, and Labrador as well as Dagupan City.


Bani Mayor Gwen Palafox Yamamoto said that as of noon yesterday, 11 barangays are under knee-deep flood. These are Apurao, Banog Norte, Garrita, San Miguel, Quionaoayanan, Banog Sur, Masidem, Ambabaay, Poblacion, Tugui Grande, and Luac. Residents of Barangays Banog, Apurao, Bolanen, Amanwawa, Boloc, Cabaruboc, Ariawa, and Borlongan in Bani were forcibly evacuated to the municipal hall and the Catholic Church.

Mayor Yamamoto reported that about 90 percent of the total 4,132.80 hectares of agricultural land has been damaged while fisheries business reported a 100 percent loss. In Bolinao, authorities also conducted forced evacuation when residents in danger zones refused to heed the advice for evacuation.

Flooding in coastal areas of Bani and Bolinao worsens during high tide, officials said.
In Sta. Barbara, residents of Barangay Sonquil refused to evacuate despite the advice of the Municipal Disaster Risk Reduction and Management Office (MDRRMO).


“Tumataas pa ang tubig at maaari silang manganib. Ang iba matigas ang ulo at ayaw pa ring lumikas dahil ayaw iwanan ang mga gamit nila (The water continues to rise, placing them at risk. However, some refused to heed the evacuation advice as they could not leave their belongings unattended),” Sta. Barbara MDRRMO personnel said.

Other residents refused to evacuate, saying they used to floods and they have boats to use in going around the neighborhood.to floods and they have boats to use in going around the neighborhood.

The MDRRMO in Sta. Barbara said that at least 400 families are severely affected by the floods in the town, especially in Barangays Sonquil and Dalongue.
In Calasiao, hardest hit barangays are Longos, Lasip, Talibaew, Gabon, San Miguel, and San Vicente. With all roads rendered impassable to motor vehicles, bancas are now the only means of transportation in Barangay San Vicente.


In Dagupan City, authorities have started to conduct relief operations for residents living in low-lying areas that have been affected by rising floodwater.
