Des Igloos aux Philippines !

Rassurez-vous, des igloos en ciment,  sans neige et sans pingouins ! Bien qu’avec le changement climatique qui semble affecter notre bonne vieille terre, sait-on jamais ce qui pourrait arriver et préparons nous au pire.

The Cebu Provincial Board has urged the Department of Education and the Department of Public Works and Highways, as well as their partners in the private sector, to consider the construction of igloo-like school buildings.

The structure, called as “Cory Aquino modular type” buildings like the ones existing in Balamban town, is considered typhoon-resilient.

In an approved resolution authored by Board Member Grecilda Sanchez, the PB argued that in public schools super typhoon Yolanda devastated last year, the igloo buildings were allegedly unscathed.

Sanchez’s father, the late Cebu vice governor Gregorio Sanchez, made a similar appeal during his time.

When Yolanda struck last year, it caused P559.8 million in damage to classrooms in Cebu alone. Repairing and/or replacing the school buildings requires P735.5 million.

Assessment of the damage brought by typhoon Ruby recently is still ongoing.

“The government may be spared from the cost of destruction of school infrastructures…if the Cory Aquino Modular Type school buildings are constructed,” read the measure.

“There is still shortage of classrooms in (the)… different public schools, and it is imperative to continue building a number of them,” it added.

The offices of Cebu Gov. Hilario Davide III, DepEd-7 Director Carmelita Dulangon, and DepEd Secretary Armin Luistro were to be provided with copies of the resolution.

DPWH-7 District engineer James Dellosa, who was invited to appear during the PB’s regular session last Monday, agreed to the resolution, saying the modular-type buildings can indeed withstand typhoons.

A video presentation on an existing Cory Aquino modular-type school building was shown during the session.

“That’s very nice. It can also be put in a mountainous area, di talaga matuklap. At saka malamig ‘yon kasi cemented,” Dellosa said.

THE Department of Public Works and Highways (DPWH) 4th Engineering District assured the Provincial Government it will prepare a plan and program of works for the cost estimates of an igloo-type, typhoon-resilient schoolbuilding.

The Cebu Provincial Board, through a resolution, urged the Department of Education (DepEd) to build Cory Aquino modular type school buildings especially in typhoon-hit areas of the province.

Provincial Engineer Hector Jamora said the Cory Aquino modular type school building is like an igloo.

“More or less igloo or dome-type, pero taas ang length depende sa (but it is longer, depending on the) number of classrooms,” Jamora told Sun.Star Cebu.

The school building is all concrete.

Board Member Grecilda Sanchez, author of the resolution, said there are more than 20 of these school buildings that are now in the province according to the Provincial Engineer’s Office.

Some of these igloo-type classrooms exist in Esperanza Elementary School in San Francisco and Balamban Central School in Balamban.

Engr. James Dellosa, head of DPWH 4th engineering district, said they will try to finish the program of works after a month.

“It’s very nice... It will be constructed along the shoreline supposed to be kasi yung heavy rains, winds para hindi matuklap (so that during heavy rains and strong winds, it will not be destroyed),” Dellosa said.

“Malamig yun kasi cement na yun eh (It is cool inside because it’s made of concrete). It can also be put in mountainous areas,” he added.

Sanchez said his father, the late vice governor Greg Sanchez, also appealed for the construction of this type of school buildings.

“There are public schools in the directly hit areas where the Cory Aquino modular type school buildings were built, and the same stand strong and unscathed despite the very strong winds brought by Yolanda, Ruby and other typhoons,” a part of the resolution read.

DepEd Central Visayas recorded a total of 353 schools affected by super typhoon Yolanda in the northern Cebu on Nov. 8 last year.

Based on its rehabilitation plan, the Province needs P735.595 million to repair and replace classrooms in the northern towns.

Former San Francisco, Camotes mayor Alfredo Arquillano, whom the United Nations has awarded for disaster preparedness, said this igloo-like school building is just one of the type of classrooms that are considered disaster-resilient.

Arquillano said that when he was still mayor, the Cory Aquino school building already existed.

He sent another design of a typhoon-resilient classroom called “parafit” to the Provincial Engineering Office.

“The bottomline, di siya maunsa og kusog nga hangin (it shouldn’t be destroyed by the wind),” he said.

Balamban Mayor Ace Binghay said these igloo-type schoolbuildings were built during former president Cory Aquino’s administration.

Binghay said the classrooms are still existing and still being used by the students.

In the same development, Arquillano said San Francisco was the first local government unit in the country that submitted the local climate change action plan last Nov. 8 this year to the Climate Change Commission.

The Land Transportation Office (LTO) is set to revise its existing policy to strengthen the procedure of the issuance of driver's license in the country.

LTO-Zamboanga Peninsula Director Aminola Abaton said the LTO Central Office is studying provisions that need to be revised to ensure that licenses will only be issued to deserving individuals.

Abaton said there will be changes in the conduct of examination for new driver's license applicants, starting in the first quarter of 2015.

He said the LTO will soon require the applicants to enroll in LTO-accredited driving schools before they will be issued a license.

All changes will be implemented for student, non-professional and professional permits, Abaton added.
